Inuyishi clan

Description:What the character did not know he had natural Raiton bloodline from a clan called the Inuyishi clan, they were a powerful raiton clan that have mastered the element and taught there other clan members the element but also the secret of using less chakra to use it. they are also especialized in summoning bats. each clan member is marked with a kind of a lightning bolt tatoo at birth, they also have blue green eyes . This seperates them from any other clan. The ones with tatoo use the least chakra possible. The clan due to there near perfect chakra control uses the lowest possible chakra depending on each rank the techniche is. They have conquered many clans with these techniches. They were exelent medical ninja too, they were usually called healing Vampires due to them having healing powers beyond others and they resembeled them a lot. They also have exelent chakra control.

FYI: The have pointy teeth, exelent medical ninja. Have a tattoo, usually on there arm. nothing special just to show that there part of the clan. They use raiton element and use less chakra when using it. Some summom bats.

No. I am more stricter then the other mods but, no. The chakra system has ranges to it say 40-50 (just an example not a real one I think). You could very easily be asked to use 50 for that jutsu but chakra control and a minimum like you suggest wouldn't lower rank but instead use only 40. Edit this so that it uses the minimum amount of chakra for each rank and it will be accepted.
